As if there wasn't enough confusion with the titles of The Fast and the Furious installments, Vin Diesel has decided, as producer of Fast and Furious, Fast 5, and whatever they'll call the sixth one, that those three installments will comprise a trilogy, saying that when he signed on to produce the sequel that he wanted (Fast and Furious), he left the gate with a plan for three movies to tell the story of his character, Dominic Toretto.

So how does the original film fit into this universe? It doesn't. Diesel, who is a surprisingly knowledgeable student of cinema, has decided that while his character is the same from the original, should be viewed in a context of the latter three. As much as any character in TFATF universe can be viewed in a context.

In an interview with Screen Rant, Diesel all but confirms that the sixth installment will take place in Europe.  Great. I'm sure the cast of The Fast and the Furious 6 will do tons to debunk the stereotype of boorish Americans.
